Preambula
Pravica do informacije, svobode izražanja in kritike je ena od temeljnih človekovih pravic. Iz te pravice javnosti, da je seznanjena z dejstvi in mnenji, izhaja tudi celota obveznosti in pravic novinarja. Odgovornost novinarja do javnosti je nad katero koli drugo odgovornostjo, zlasti nad odgovornostjo do delodajalca ali oblasti. Poslanstvo informiranja pa vendar vsebuje določene omejitve, ki si jih novinarji nalagajo po svoji svobodni volji. To je vsebina dela deklaracije, ki govori o dolžnostih. Te dolžnosti pa je v novinarski praksi mogoče popolnoma spoštovati le, če so dani tudi oprijemljivi pogoji za neodvisnost in za profesionalno dostojanstvo. Deklaracija o dolžnostih
V zbiranju informacij, urejanju in komentiranju dogodkov so temeljne dolžnosti novinarja:
1) da spoštuje resnico in pravico občinstva, da jo izve, ne glede na to, kakne bi bile možne posledice zanj osebno;
2) da brani svobodo informiranja, komentiranja in kritike;
3) da objavlja samo informacije, katerih vir pozna, da ne prikriva bistvenih informacij ter da ne spreminja vsebine besedil in dokumentov;
4) da se ne poslužuje nepoštenih metod za to, da bi prišel do informacij, fotografij ali dokumentov;
5) da spoštuje zasebno življenje oseb;
6) da popravi vsako informacijo, ki se izkaže kot netočna;
7) da spoštuje poklicno skrivnost in da ne odkriva vira informacije, ki jo je dobil zaupno;
8) da kot grobo profesionalno kršitev razume naslednje: plagiat, klevetanje, obrekovanje, sramotilne in neutemeljene obtožbe, sprejemanje podkupnine v kakršni koli obliki - tako za objavljanje kot neobjavljanje novice;
9) da poklica novinarja ne prepleta s poklicem prodajalca oglasov ali propagandista, da ne sprejema nobene naloge - neposredne ali posredne - od naročnika oglasa;
10) da zavrača vse pritiske in da navodila sprejema samo od za to pristojnih oseb v uredništvu. Vsak novinar, dostojen tega imena, se obvezuje, da bo dosledno spoštoval gornja načela. Skladno s pravnimi predpisi vsake države novinar v primeru spora o poklicni časti sprejema samo presojo svojih kolegov; pri tem mora biti izključeno vsako vladno ali drugo vmešavanje.
Deklaracija o pravicah
1) Novinarji zahtevajo pravico svobodnega pristopa do vseh virov informacij in pravico, da svobodno raziskujejo vse dogodke, ki pogojujejo javno življenje. Proglašanje kakšne informacije o javnih ali zasebnih zadevah za tajnost je lahko izjema, katere motivi morajo biti jasno obrazloženi;
2) Novinar ima pravico, da odpove poslušnost vsemu, kar bi bilo v nasprotju s splošno usmeritvijo in z nalogami, opisanimi v njegovi delovni pogodbi, kot tudi vsako poslušnost, ki v tej pogodbi ni neposredno predvidena;
3) Novinarja se ne sme siliti v delovanje ali v izražanje mnenja, ki bi bilo nasprotno njegovi vesti in prepričanju;
4) Uredništvo mora biti obveščeno o vsaki pomembni odločitvi, ki bi utegnila vplivati na življenje podjetja. Pred končno odločitvijo vsakem ukrepu, ki zadeva sestavo uredništva (zaposlovanje, odpuščanje, premeščanje ali napredovanje zaposlenih), se mora delodajalec najmanj posvetovati z njim;
5) Skladno s svojim položajem in odgovornostjo ima novinar pravico ne samo do tistega, kar mu zagotavlja kolektivna pogodba, temveč tudi do osebne pogodbe, s katero se mu zagotavlja gmotna in moralna varnost, kot tudi plačilo, ki ustreza njegovi družbeni vlogi in ki jamči njegovo ekonomsko neodvisnost.

Preamble
The right to information, to freedom of expression and criticism is one of the fundamental rights of man. All rights and duties of a journalist originate from this right of the public to be informed on events and opinions. The journalist's responsibility towards the public excels any other responsibility, particularly towards employers and public authorities. The mission of information necessarily includes restrictions which journalists spontaneously impose on themselves. This is the object of the declaration of duties formulated below. A journalist however, can respect these duties while exercising his profession only if conditions of independence and professional dignity effectively exist. This is the object of the following declaration of rights.
Declaration of duties
The essential obligations of a journalist engaged in gathering, editing and commenting news are :
1. To respect truth whatever be the consequence to himself, because of the right of the public to know the truth ;
2. To defend freedom of information, comment and criticism;
3. To report only on facts of which he knows the origin; not to suppress essential information nor alter texts and documents;
4. Not to use unfair methods to obtain news, photographs or documents;
5. To restrict himself to the respect of privacy;
6. To rectify any published information which is found to be inaccurate;
7. To observe professional secrecy and not to divulge the source of information obtained in confidence;
8. To regard as grave professional offences the following: plagiarism, calumny, slander, libel and unfounded accusations, the acceptance of bribe in any form in consideration of either publication or suppression of news;
9. Never to confuse the profession of a journalist with that of advertisements salesman or a propagandist and to refuse any direct or indirect orders from advertisers;
10. To resist every pressure and to accept editorial orders only from the responsible persons of the editorial staff. Every journalist worthy of that name deems it his duty faithfully to observe the principles stated above. Within the general law of each country, the journalist recognises, in professional matters, the jurisdiction of his colleagues only; he excludes every kind of interference by governments or others.
Declaration of rights
1. Journalists claim free access to all information sources, and the right to freely inquire on all events conditioning public life. Therefore, secret of public or private affairs may be opposed only to journalists in exceptional cases and for clearly expressed motives.
2. The journalist has the right to refuse subordination to anything contrary to the general policy of the information organ to which he collaborates such as it has been laid down by writing and incorporated in his contract of employment, as well as any subordination not clearly implicated by this general policy.
3. A journalist cannot be compelled to perform a professional act or to express an opinion contrary to his convictions or his conscience.
4. The editorial staff has obligatorily to be informed on all important decisions which may influence the life of the enterprise. It should at least be consulted before a definitive decision on all matters related to the composition of the editorial staff e.g. recruitment, dismissals, mutations and promotion of journalists is taken.
5. Taking in account his functions and responsibilities, the journalist is entitled not only to the advantages resulting from collective agreements but also to an individual contract of employment, ensuring the material and moral security of his work as well as a wage system corresponding to his social condition and guaranteeing his economic independence.
